     A new analysis shows wealthier Americans have a higher rate of mortgage defaults than the rest of the population. According to the New York Times, more than one in seven homeowners with loans exceeding one million dollars are seriously delinquent. By contrast, the delinquency rate for mortgages below the one million mark is about one in twelve.

Allows US To Send Troops

     Costa Rica has granted the U.S. military a six-month window to bring 7,000 Marines, five planes and 46 warships into its territory to help stem the flow of drugs to the US. Costa Rica has increasingly become a target for drug traffickers as intelligence and law enforcement agencies have cut off other routes through Mexico. Security experts say without an army and with long coastlines and poorly guarded borders, Costa Rica is vulnerable to sophisticated

drug cartels using the latest technological equipment. Some Costa Rican legislators voiced concern about the authorization, saying it gives the US a "blank check" to use its territory and threatens the nation's sovereignty. According to a letter from Costa Rican Public Security Minister Jose Maria Tijerino, requests to dock or unload U.S. military ships must be submitted one month in advance. Obama Vows to Push Trade Pacts

     President Obama is renewing a vow to push ahead with several bilateral trade deals including a stalled pact with Colombia. Obama addressed the trade agreements in a speech from the White House.

   President Obama: "We also want to deepen and broaden our relations with Panama and Colombia. We’re working to resolve outstanding issues with the free trade agreements with those key partners, and we’re focused on submitting them as soon as possible for

Congressional consideration."

     The Colombia pact has been held up amidst concerns over human rights violations, including the killings of union leaders. President Obama voiced opposition to the deal during his run for office but has since reversed his stance. Democracynow.org

 

Kentucky Awarded $3 Million in the Mississippi River Basin Healthy Watersheds Initiative

     The Kentucky Conservation Partnership will receive $3 million over a five-year period for three out of 76 projects awarded nationwide to improve the health of the Mississippi River Basin. The projects will take place in three areas of the state: Licking River, Lower Green and the Bayou de Chien/Mayfield Creek watersheds.

     The Energy and Environment Cabinet’s Division of Conservation worked with several partners to secure $500,000 for each project for the first year.  Partner agencies include the Nature Conservancy, Department for Fish and Wildlife Resources, Kentucky Division of Forestry, Kentucky State Nature Preserves Commission, Kentucky Cattleman’s Association, Kentucky Corn Growers Association, USDA Resource Conservation and Development, the U.S. Fish and Wildlife Service, Kentucky Division of Water, University of Kentucky Cooperative Extension and the U. S. Geological Survey.

     Kentucky’s Energy and Environment Secretary Len Peters said the focus of the Mississippi River Basin Healthy Watershed Initiative is to improve water quality and the overall health of the Mississippi River Basin.  “This program will help agriculture producers in the watersheds implement conservation and management practices that avoid, control and trap nutrient runoff.

     “The initiative is performance oriented, and measurable results are required to participate, including the reduction of environmental impacts through more efficient use of nutrients through crop and livestock production,” said Peters.  

     An additional $500,000 will be made available for each project in the next four years to agriculture producers in the chosen watersheds through the Soil Erosion and Water Quality Cost Share Program. The additional money will be used for extended projects not included in the EQIP that focus on precision nutrient management and farming incentives. ?
