Security Monitor Warns US Military Build-up in Kandahar Will Bolster Taliban       

     A highly respected security organization said Tuesday the US military build-up in Kandahar is likely to strengthen the Taliban’s hold over the southern Afghanistan city. A report by the Afghanistan NGO Security Office, which monitors trends in violence on behalf of aid organizations, said NATO's counter-insurgency strategy showed no signs of succeeding amid rising violence, the unchecked establishment of local militias and a huge increase in attacks on development workers. It reported that June marked a record for Taliban attacks – up 51% on the previous year to over 1,300 operations. At the same time the number of civilians killed by both sides rose by 23%, despite efforts by NATO to avoid killing innocent bystanders. The NGO also said attacks on private development organizations working on projects designed to win the support of Afghans had shot up, with more than 30 workers killed in the first three months of the year. NATO Head Says No Quick Exit for Troops in Afghanistan       

NATO secretary general Anders Rasmussen says there will be no quick exit for international forces from Afghanistan. Rasmussen told a meeting of foreign ministers in Kabul Tuesday coalition troops would stay in the country even after Afghan troops had taken complete control of security in a “supportive role." Rasmussen said the shift would happen slowly, and on the basis of "conditions, not calendars." US Secretary of State Hillary Clinton defended the US decision to start withdrawing troops in July 2011. Ahead of her speech Clinton promised a group of leading Afghan women the US would not abandon women's rights as it tries to reach a political solution. Most speakers stuck to a script that stressed the importance of transition, fighting corruption and improving the capacity of the Afghan government. Iranian foreign minister Manouchehr Mottaki laid the blame for years of

deteriorating security and civilian causalities on international forces in Afghanistan.
